Three factors, weighted in this order: canon weight (entries Oda wrote or supervised sit above non-canon), rewatch value (action, character work, anything that survives a second viewing), and standalone watchability (does it work without the surrounding manga arc). The Hosoda outlier breaks the canon-weight rule on artistic grounds.
